Federal Shutdown Ends, and Strong Local Support Softened the Impact for Montco SAAC

Federal agencies have resumed operations, and core nutrition programs for older adults have clear funding timelines again. The continuing resolution passed by the federal government extends funding through January 30, 2026 and maintains support for the Older Americans Act Nutrition Program through that date. The Departments of Agriculture, Veterans Affairs and the Legislative Branch are funded through September 30, 2026. SNAP is funded through September 30, 2026. For organizations like Montco SAAC, this stability creates room to plan while federal systems work through remaining delays.

Meals on Wheels America, which Montco SAAC is a proud member, notes that many programs across the country are still waiting for delayed Older Americans Act Nutrition Program reimbursements. Montco SAAC has been in a stronger position because the Montgomery County Department of Health and Human Services kept its support intact throughout the shutdown. That steady county partnership prevented service disruptions and allowed Montco SAAC to maintain meal delivery without interruption.
USDA has directed states to restart Electronic Benefits Transfer functions for SNAP. USDA estimates that full November benefits may take up to one week to reach accounts. USDA guidance also confirms implementation of new SNAP work requirements set by the reconciliation bill. The age threshold increases from 54 to 64, and exemptions for adults caring for dependents shift from under 18 to under 14. The Congressional Budget Office projects that these changes will affect an estimated 1.1 million people between 2025 and 2034. USDA’s 2023 data shows that older adults represent a significant share of SNAP participants.
During the temporary halt in SNAP benefits, Montco SAAC created an internal fund to support members experiencing food insecurity. Community donors stepped forward immediately and ensured that aging adults served by Montco SAAC received uninterrupted access to meals. With county support holding firm and community generosity filling urgent gaps, Montco SAAC remained steady during a period of national uncertainty.
